Does a bond order prove the person walked out? No. It proves legal authority or conditions. A hold, processing delay, or another custodian can prevent community release. Pair the court entry with the Sheriff’s actual release event.


Cloud County Release Record Fields

Cloud County’s form says charges reflect actual costs estimated by the custodian. It requires prepayment when the estimate exceeds $50, and production waits for payment. Under K.S.A. 45-218, the agency must act as soon as possible and by the end of the third business day. Acting can mean giving the reason for delay and the earliest expected availability, not completing a large production within three days.

Kansas Law on Release Records

The Kansas Open Records Act begins with a policy of access, but it does not make every part of a file public. K.S.A. 45-219 limits charges to reasonable actual furnishing costs and permits advance payment. Current law supports an itemized statement and a discussion of ways to reduce a request when staff work is estimated above five hours or $200. Cloud County’s lower form-specific prepayment point still applies.

K.S.A. 45-217 excludes jail rosters and basic detention entries from the definition of criminal investigation records. USMS has no general historical public locator comparable to BOP. ICE’s locator has a short released-record reach, reported by ICE as the preceding 60 days. An old ICE non-result proves little. In all routes, “not found” must be read within the system’s scope.
